NIA Negros Island Region drives to strengthen the Irrigator’s Associations (IAs) from the two provinces of the island by conducting its first general assembly. An avenue to capacitate the farmers on the provisions of free irrigation service and the agency’s institutional development programs.
A total of 146 Irrigator’s Association (IA) officers gathered at Pavilion Hotel, Bacolod City last February 23, 2017 named NIR CONFEDERATION OF IRRIGATORS’ ASSOCIATIONS, INC., representing the youngest regional office of the National Irrigation Administration (NIA).
Engr. Mario H. Sande, Regional Irrigation Manager (RIM) reminded each delegates to listen, understand and probe to clarify issues on NIAs thrust and the role of the IAs on the operations and maintenance of its irrigation systems.
In her speech, Mgr. Pilipina P. Bermudez, Public Affairs and Information Staff was inspired to see the interest with a unified objective among each farmer members who attended the congress.
NIA being partners for change and one with the Administration’s initiative towards the implementation of free irrigation service must convene strategies on how to support the association and develop approaches towards sustainable water irrigation system.
“I would like to see all IAs to be stronger, cooperative, supportive and cohesive”, she added.
During the discussion on the salient feature of the Free Irrigation Service, Engr. Bayani P. Ofrecio, Division Manager, CIDD, clarified that NIA and its partner Irrigators’ Associations (IAs)/Federation of IAs will cease to collect Irrigation Service Fees (ISF) from farmers being served by national irrigation systems (NIS) that will commence “first cropping season of Crop Year 2017”.
He also shared inputs on the 2017 institutional programs for the IA members which includes trainings on entrepreneurship, livelihood/small business and inter-agency collaboration projects.

The day was concluded with a fellowship dinner with all the Regional IA delegates and NIA IDS personnel.
