PAIS CHIEF ORIENTS NIA-NIR PERSONNEL ON FOI MANUAL

NIA Negros Island Region - The long and much awaited bill that aims to mandate transparency of public documents has finally laid down by the Duterte Administration through the Freedom of Information Bill under Executive Order No. 2, Series of 2016.

The National Irrigation Administration (NIA) has attended series of meeting regarding the preparation of the agency’s FOI manual with the Presidential Communications Operations Office (PCOO) under Secretary Andanar.

Together with the NIA-NIR Regional Manager Engr. Mario H. Sande, Engr. Lorena B. Sioco, Acting Manager, Negros Occidental Irrigation Management Office (NOIMO), Engr. Nestor M. Pastor, Head, Negros Oriental Satellite Office (NOSO) and its key personnel, the PAIS Chief Pilipina P. Bermudez conducted her lecture on NIA Agency’s Freedom of Information (FOI) Manual at Pavilion Hotel, Bacolod City, Negros Occidental last February 23, 2017.

According to Mgr. Bermudez, one of the PCOO mandate during the preparation of the agency manual is to roll-out its salient features, process and procedures to be pattered among all the offices of the agency nationwide.

FOI Manual will provide the process to guide and assist NIA in dealing with the request of the public for information.

During the lecture, details on the lists of documents for exceptions to public disclosure as specified in the manual were discussed.

On the other hand, the process upon request of the information was given emphasis wherein the grant and release of public documents to the requesting party must be within 15 calendar days. Failure to comply on the provisions of the manual will face administrative cases. 

Engr. Sande appreciated the time spared by the PAIS Chief to discuss on the salient features of the FOI Manual. Assuring that this will be practiced by the regional and its provincial offices.

Knowing that the new EO also has many limitations the agency has worked hard to pursue the determination of the new administration as partner for change.
